The official game description confirms that aircraft need fuel and that players can manufacture fuel and other consumables from collected resources.

Bring supplies with your airbase

The Cloud Cruiser supports carrying Wasps and fuel supplies. Maintaining those supplies is part of preparing for further exploration.
